Surging Idle - V6

So, we started the 94 900 V6 (100K miles) the other day and got engine idle surging. The tach and engine cycle up to about 1500 rpm then gets quiet like it will die off, only to return just in time to catch itself again. The cycle is about 1 second peak to peak. Tachometer reaches zero RPM at low point. Voltage trails off on low engine speed causing various relays to cycle. NO CEL light.
I had recently replaced the shift solenoid in the auto transmission and had run for for one week without the plastic engine covers. This happened the day after I put the platic covers back on.
This occurred three times in three days, common issues appear to be:
happens after being off for about 1 hour after full engine warm-up, and
car is parked on slight incline (once uphill, twice banked right.
On the second two occasions, a loud squeal/howl from the engine occurred. The driver could not tell if it was left, right, or what (kids!).
I took the plastic covers off to check, found no issues (vacuum hoses intact, etc.).
Has not occurred since covers are off.
Fix has been to feather gas up and restore steady idle (once) or shut off engine due to embarassment and wait for 15 minutes to try again without repeat.
Ideas?
Secondary air, idle air control, front O2 sensor wire crunched?
