There are instructions for taking the retractor apart and trying to clean and repair it. I myself was too worried about the potential safety issues involved, especially where there are pyrotechnic pretensioners attached. I bought a replacement retractor and replaced it myself. It was a 30 - 45 minute job.
NOTE OF CAUTION: The belt retractors contain a pyrotechnic charge - be very careful working around them. Take precautions suitable for working around explosive charges - no sparks, cell phones, electrical devices, open flames, etc. Also, do not turn on the ignition until at any time between when you unplug the old retractor and plug in the new one. If you do, you will set a CEL light warning of a safety system failure. If you trip the safety system warning, you will need to go to a dealer or shop that has a Tech II to reset the warning.
