Argh... I was looking at the '95 catalyst. The pictures at Eeuroparts and elsewhere show a 2-into-1 header pipe and a single cat for the '97. Mine has two separate pipes, each with a cat. The pipes don't meet until the midpoint of the car.
I tried as you described while running the car over the weekend. The most the rear sensors (either bank) would change after cracking the throttle was from .440 to .445. Never saw higher than .445, and even with the engine off they read .440. Bank 1 would fluctuate regularly between .440 and .445, but bank 2 only changed when revved. I didn't know the rear sensors would show as much voltage swing as you described if the catalyst was working properly.
