I have had mechanics tell me some interesting things in the past that did not make sense at the time, and before I started reading this board. I always ask them to put the code down on the statement of work done - you pay good money for that diagnostic time (in my case $85/hr!) so you should have a permanent record of the results.
I finally bought an OBDII reader, and since then every "code" that caused a CEL was easily explained from the manual, lookup online, or posts here. Some auto part stores will read the codes for you no charge.
Never heard of a "hard" code. From other cars, I can only assume it would be a code that you cannot clear using a computer or an OBDII reader. In other words, it comes back as soon as you clear it.
The ECU is basically a computer chip in a box with a few other electronic parts and connectors. It can fail like anything else, but I don't see how that would affect idle or low speed running only. There are a lot of posts about the IAC (idle air control valve) here, and I plan to look at that closely when I get to investigating my own rough idle issues (mine is a 96 turbo, not the same ecu btw).
Used ECUs go for about $100-200 btw, and you can easily install it yourself. When I get a used part for my car I figure I am doing the environment a favor, not just saving money...
