Interesting problem - I believe in divide and concur - I would place one or both of these bulbs in the right hand side just as a test of there integrity. Remember not to handle glass of bulb with hand. I myself have never replaced both at the same time, I am cheap and both bulbs work independent of each other, but since I don't have the electrical schematic, maybe there is a relation ship between both sides. Then install everything once proven that bulbs are functional. If it appears that the bulb on then left is still not working, try high beam(s). If high beam doesn't work on the left side, then there might be a ground problem. As you may have noted, there are only three wires that connect to the Bulb, High/Low/Ground, at least you will have made a determination of possibilities. I Looked around in my car and this is a possibility, please check this link to see if things sound familiar, http://www.saabnet.com/aas/1998.W43/1302813776.58515.html
Also check that the wires look good on the light bulb connector and possibly tap on the LAMPCONTROL RELAY to see if things intermit
