You can always flip the red emergency handle behind rear seat back rest. That will make it possible (not easy) to open and close the top.
What it doesn't do though is to latch the 5th bow to tonneau cover so it will always be an opening there.
It would probably be a lot easier to find a good used ECU.
Is the shop specialized on Saabs that diagnosed a bad TSAS ECU?
It sounds like a lot of labor cost to replace that ECU since the suggested retail price is only $640.00 and it shouldn't take more than 2-3 hours to fault trace, replace and program ECU.
I have had cars where I thought it was the TSAS ECU but it turned out to be some other components instead.
So if the shop isn't absolutly sure about the problem (with that pricing it kind of sounds like that) it will probably cost alot more than $2000.00 if it doesn't cure the problem.
