The problem lies in your wiper motor assembly. The internal gear has several tracks of power, one hot intermittantly, one hot slow, one hot fast and one hot to park the blades after an intermittant pulse. When the interrmittant pulse does not park the blades, they must move on the next pulse. Hence, twice as long to get around.
Take the assembly out and open the gear box. Clean out old grease and scratch the tracks a bit to clean them up (emory or gentle knife tip). Replace with similar grease and close back up.
I did find, in mine, that the plastic had melted some at the lead edge of a track and messed it up.
I gently removed the plastic hump with an exacto knife and smoothed the track leading edge. Total job, about two hours.
I ultimately found that one of the front wiper blades had been stripped and jury-rigged to stay on the wiper spindle piece. This stuck wiper had probably caused the motor to stall and melt this power track spot.
So, the condition is fixable without full assembly replacement. I haven't seen any other fixes on this board.
I didn't take pictures to post as I hadn't found this board when I made the fix.
