Anders (SWEDECAR) has written that he always replaces, but part of that is a liability issue. The issue with retorquing is that you could break a bolt, but so far I haven't heard of anyone doing that.
According to Anders, it was sometime in '97 that Saab switched over to the gray bolts with captive washers, which he says are the worst type. They used them from then to sometime in '01. I replaced the bolts on my '99 because they were that type; I might do the same on yours, since you won't know whether yours are the good ones or the bad ones until you pull the VC off.
eEuroparts.com has the bolts; just put in your model information and they'll be listed.
eEuroparts.com also has the valve cover gasket. I got some gasket dressing at AutoZone.
