It's fairly easy to get to the blower motor (remove wiper arms and the plastic cover below windshield).
Ones there you can check for voltage going to the blower motor and you can also tap lightly on the motor and see if it starts up.
If the blower motor has voltage going to it and it starts up by tapping on it, it's bad.
If you have no voltage into the motor it could be the control module mounted on the A/C housing inside car.
Put your thumb over the "bulls eye" screen inside the car to check if the noise you hear changes, if so it is the ACC interior fan that creates the noise .
