BPC valve may be bad or fouled. Some have cleared the valve by blowing with shop air. There could be other problems. If a BPCV or WGA hose was cracked. split, plugged or open, you would have uncontrolled and high boost. Some mild solvent might help clear this up. Some have used WD-40 plus shop air. Remove and ispect the electrical connector and look for signs of corrosion or other problems. Inspect wires for damage. Most common source of damage to wires is mice.
The boost that you report sounds too low to be a DI/knock induced effect.
inspect the plugs and regap or replace, clean the injectors, techron concentrate suggested
You can grab the wastegate lever and move it. A few times we have seen the WG stuck open from rust etc... quite rare. You might need to remove a heat shield to get at it.
You can remove the WGA hose and drive with a very cautious throttle and see if you can get higher boost. If you cannot, look for blown turbo hose, or hose popped off etc. If you hear any hint of knocking, shut down immediately and refit the WAG hose. If you can get full boost this way, then the BPC is not working right. If the boost goes to 40-50% thru the red, you the ECU will stop firing the injectors AKA fuel cut. This is startling but otherwise harmless. It resets itself when the boost drops low enough, and that happens very quickly.
Do not drive around without the WGA connected and functional. Someone thought that this was cool and had an unpleasant outcome.
