brake pads wearing at an angle

Geesh,
went to put on my summer wheels/tires and I noticed the brake pads on the front are wearing at an angle and lots of surface rust on the edge(1cm) and lip of the rotors. What gives ? Was that a lousy dealer job (pads not seated well/misaligned caliper) or something has gone bad since ...
I really know little 'bout the brake system mechanics but I'm willing to learn and I have a friend that's more handy that can help me out.
Also noticed that my parking brake doesn't grab the rear right wheel anymore. Your opinions are greatly appreciated. thanks.
