Jack up so that the tire is just off the ground. Rotate the tire and watch the gap between the tire and pavement. Adjust jack height until the highest spot just touches the pavement, then rotate to get the greatest gap. You can measure that gap with some thin materials then measure the thickness of those.
You can rig something up to see out of round and lateral wobble at the wheel rim.
At 96K you are due for new strut inserts and upper mounts. With such things been 'loose' problems with wheels or tires can be amplified.
Tires are very compliant when new. So a new tire that is out of round can run smooth. Perhaps with a 'morning cold set' that goes away when the tire warms up. But after a year, some tires have age harded and stiffened and the out of round can become horrible to live with. At this point you are too late to make a claim for a manufacturing defect of this nature.
Many times we have seen such issues and rebalancing has not helped, but then after finding a Hunter road force balancing maching, the problem is solved. But that will not help with an out of round tire. That balancing machine will detect tires that are badly non-uniform. Also detects bend wheels to some extent. If the tire is not so old, better to do this with cold tires, not hot.
