Well, it works the opposite way.
Something is telling the computer the engine is running lean so the computer do all it can to richen up. That's why you get bad gas mileage and a lean fault code.
I had a really interesting case in this week with a 97 900T with a bad misfire. Keep in mind that 96 and up 900T has fault codes and monitor modes for misfire.
I could clearly hear and feel the misfire and the car ran like crap but I could not see any misfire on my scanner nor was it a code for misfire stored.
I checked for fault codes and only two codes were present P0171 and 1171 (both lean fuel mix problems).
I studied the front O2 sensor and it was osscilating fairly ok between 0.1V and 0.7V
The rear O2 sensor was stuck on 0.9 V (full rich condition).
The fuel injectors was opening 3ms at idle (which is high).
I thought I had a big vacuumleak somewhere disturbing the fuel mix enough to create a misfire (eg a blown turbo hose or intercooler) but I couldn't find anything like that.
I finally pulled the ignition cassette out and found a long crack in the plastic cover over cylinder 3 coil.
I put a new IDM in and a set of spark plugs and the car ran like a dream again.
The front O2 sensor still osscilated between 0.1V to 0.8v but the rear sensor came down to a steady 0.6V and the injector time went down to 2ms.
So keep in mind that the 1171 codes and alike are just mere a loose guidance for you and the problem can be found at multiple places.
