It is probably somewhere inside the speedo cluster computer that you have a problem.
It have happened before that one or more of the gauges die.
If you have a Saab shop nearby they can use the Tech 2 scanner and force run each gauge to see if it is working or not.
The speedo cluster housing sits very close to a steel frame inside the dash board and when you drive on a bumpy road the speedo gets slammed against the steel frame and that will probably mess up the sensitive electronics inside.
When I have the speedo cluster out for one or another reason, I always line that steel frame with an adhesive foam.
