Having owned 7 Saabs in the past and recently putting 210,000 semi trouble free miles on my 98 900S there are a few things I can offer up to when considering an NG 900.
First of all in the year range you are looking at go with the 98. They brought back the hydraulic clutch that year and had many of the kinks worked out. Turbo or non-turbo is up to you. In my opinion the pre GM turbo engines were a much better than the new ones however; my non turbo is bullet proof. It runs like it was new thanks in part to me maintaining it right. The cars you are looking at will most likely have around 60k and up so look at a few things.
Get it on a lift and look for leaks.
Find out the oil change history (very important for the turbo in particular) if possible these things sludge right up if not done regularly.
Check the CV joint boots for cracks. Check the control arms for movement.
Check the brake pads and calipers. The rotors should not have been turned and the brake pads have no squealer so wear judgment is left to the mechanic.
Make sure the serpentine belt and idler pulley were replaced. The idler pulley is a known disaster waiting to happen.
Make sure all wires, cap, rotor, plugs and valve cover gasket were replaced.
Check the hoses for crakes.
If you are buying it from a dealer have them hook it up to a computer and print out a diagnostics report on the spot. They can not hide things this way and it gives you an idea of the overall condition of the vehicle.
If you are buying from a private seller, take the car to a trusted Saab mechanic and pay him to do the same thing. You’ll save yourself a lot of aggravation and ill will if there are any major issues.
Lastly drive and enjoy. If you are going to look at 9-3’s stay away from 99’s Go with an 02 if you are going to get one. Most of the bugs were worked out by then before they screwed them up again in 03.
