The bolts expand as you get to the bottom. They Taper smaller at the top of the threads. Take the arm off you'll see what I mean.
So unless you make sure they are fully down on the widest part they are not really on. Torqueing the bolts well may snug them around the taper but I'd say its easier to take them off and clean with wd40 and give them a good hit with a hammer and a socket that fits over the bolt opening. Put a cloth between the arm and the hammer/socket/whatever you use or you'll have chrome scratches on your black wiper arms.
Hope that helps. Take a look I bet you'll see in 1 second if this is the case.
