The cable may be getting stuck, or something in the parking brake may be rusted. That is what happened on my car. Adjusting the parking brake when the cable or expander does not work right makes it worse (tried that, so did a mechanic). If the wheel is actually locking, that is bad news.
You can compare the two sides if one side still works. Looking down and behind the rotor with the wheel off, you can see the end of the cable, the outer return spring for the parking brake (there are more springs inside), and the end of the lever that works the brake expander.
With hand brake lever down: If you pull hard on the cable while looking down, you should be able to see about the same amount of movement in the lever and spring on both sides. If not, the brake is not adjusted evenly on the two sides, possibly the expander is rusted, brake shoes worn etc.
Also look at how the cable is routed through plastic guides around bends. The cable can be sticking at any one of those points. Amount of slack in the cable when you pull it out by hand should be the same. If the cable sticks, it may not allow the handbrake to release completely, and the brake shoe will drag on the drum (the inside of the rotor) and wear out. Adjusting it does not fix the problem, just makes it wear more.
Worst case, the brake shoe is coming apart inside the rotor. On my car the brake shoe lining had completely separated and was loose. It started coming apart in my hands when I took the rotor off. See pic below.
