The thin covers are typically to keep the high voltage side of things isolated, and to keep any crankcase vapors from condensing there. Small damage to the edge is probably not a concern. It might index to provide a drainage/vent at the bottom.
The oil is an issue when it becomes too messy to live with or its fouling the inside of the cap. Oil losses can be increase if the crankcase pressure is abnormal. Prolems with the PCV orifice and such might make this worse. And stuck piston rings or other sources of blow-by gases man add to the problem.
The leaking oil inside the cap is from the shaft seal. A leak at the o-ring will run down the end of the head and I would not expect that to migrate to the cap.
I don't know if you can replace the shaft seal to fix this. There was some traffic about this years ago, but I cannot recall the outcome. There is an o-ring seal where the shaft body inserts into the head+VC.
