Yeah you see, some of these monitors should pass fairly quickly like Oxygen sensor and secondary air and since they haven't done that yet after so much driving, something is fundamentally wrong somewhere.
As I mentioned in my mail to you, a more modern car (98-99 and up) takes less than 30 min of nice slow driving from a cold start until all monitors are checked.
I beleive that when the auto makers in 96-97 implemented those emission monitors just to make the car fulfill OBD 2 standard, they didn't in their wildest dream think that any State would be so foolish as to some day require those cars to have to pass the readiness state.
So you have a couple of years of substandard computer equipment on some cars and each State has to come out with a waiver to make them pass and then in 98-99, car makers finally figured it out and actually made it work.
