The problem is not related to water,
rather to the colder temps when it's raining.
Basically when you drive on a freeway for a longer period
of time the disc and pads cool down and the next time you
brake, it takes about 2 seconds to warm up and to work
properly. My 9-5 Aero does not have this problem.
WHY: Main reason are too hard pads. Harder pads produce lest
brake dust and last longer, however they create less friction
initially. Thus the 2 seconds delay.
Solution: Switch to softer pads and replace them more often.
You might have to look around to find some pads for a SAAB,
select a good manufacturer and ask your dealer to select
a softer type, those that will create more friction when
cold.
Unwated side effects:
Using softer pads can lead to more heat in shorter time and
increases the risk of disk warpage to some extend.
