Most dealers will know exactly what you're talking about if you mention this problem. I think they are all on the same page about it now, but do be sure that they don't just try to lube the control cable. That fix doesn't last. I think that Saab did issue a full report on the fix that is necessary (complete replacement of control box).
It takes pretty much a full days work to do the switch. This involves disassembling most of the dashboard. Since they do have to pry the thing apart, there is a possibility of damage to the panels themselves. If you find scrapes on the panels near the breaks between them, that's what happened. Most reputable dealers will make sure that a competent mechanic does the work, in this case it is impossible to tell that anyone messed with the interior at all.
The part is not obscure, but they may not have it on hand. They didn't have mine, and it took 3 or 4 days to get it in. Mine's a small dealership, however, and they don't seem to have much in the way of parts on hand in any case.
I haven't heard of anyone having the problem repeat if the complete replacement solution was used. Cars in which the cable was just re-lubricated will invariably have a recurrance at some point. Mine still works fine after 12,000 miles or so. Some have complained that it becomes difficult to turn again, but I haven't experienced that myself. As a precaution, you can modify the knob so that it's less likely to break off. Someone posted a method, but I don't recall it. Involved using a zip tie.
