Unfortunately, in my opinion, SAAB uses the headlights as the daytime running lamps - there is no difference in brightness between the left (usually "off") position and the right position of the light switch, as far as the headlight brightness. As far as I know, the dash lamps are also on all the time with the switch in the left position. We have not pulled the fuse on the daytime running lamps, and frequently never turn the switch to the right to turn on the headlamps at night. I know that under that circumstance the dash is lit. I'm almost certain the tail lamps are also on. I can't check ours right now becaue my wife is still out and about with the car.
The one function that requires you to turn the switch to the regular right ("on") position is the foglights. They will not turn on when the switch is on the left position. The rear fog light works in conjunction with the front foglights - there's no separate switch for the rear fog light.
I doubt that you've got wiring problems. Read your manual and look for the paragraph on deactivating the daytime running lights by pulling a particular fuse. You can try pulling that fuse and see whether the lights operate as you would expect in the left, middle, and right positions.
