I've sworn off black cars because they are so hard to keep nice. I've owned a black 300Z Twin Turbo, 3000 GT and an MR2. I've had a lot of experience with detailing black cars. Orbital buffers should only be used by an experienced detailer. I have seen many times were an orbital buffer is used and after a proper hand wash or 2 the swirls come back big time. Meguires is good but there are better products out there that will rid your car of swirls when used correctly. I'm sure many will swear by Meguires products but in my experience I've had better results with other products.
My suggestion is go with higher end products than Meguires. I would use a product called PS2 Paintworks to remove the scratches and swrils. Use back and forth motions going from front to back (DO NOT USE CICULAR MOTIONS TO APPLY ANYTHING). Then wax it the same way using a high quality, high carnuba content wax like Ibiz or Pinnacle. You can search online for these products. Here is one place that sells both products http://www.automotivegeek.com/. (I don't know them, just found them online).
Last weekend my friend brought over his black '92 Porsche 968 that had paint that was in way worse shape that your new 9-3. He had swrils, sratches and acid rain spots. We used the above proceedure (plus we used a clay bar first since the car had not been detailed in a long time) and the car came out great and swirl free.
You will be able to get your car looking great fairly easily, however I would still complain to the dealer about it.
