Okay, I'm new to these (Saab) parts, having just bought an '01 SE manual (which I can tell you after ~1 month, has an impeccable service record ;) ). But, my impression is this. It sounds like your brother-in-law has about a '94 or '95 900. I think most people shy away from '94, and are still wary of '95 models, because the NG900 was new in 1994, and is prone to particular problems. The 9-3, if you go by the Monroney, is still expensive - although most dealers approach/equal invoice, and if they still have the incentive (apparently selectively available), it's invoice less a significant chunk o'change.
While I can't speak to the repair history (obviously), I can speak to the fact that this car (along with my '95 GTI VR6 that I wound up selling in '97) ranks in the few times that I've bought a car and not had second thoughts later.
