It's still busy depreciating hard as most cars do the first four years.
Take a look in the SaabNet classifieds - there's a 99 leather S that has been for sale since February, for $21K. There's another posted 4/28 that already sold - one would assume for at or less than the posted ~$17K.
Rule 1 of selling a used car. NEVER, EVER trade it in to a dealer, IMHO. You will always get hosed. Used cars are where most dealerships make their money. You lose money when you trade it, and the person who buys it will generally overpay. (For what that's worth to the seller)
Rule 2 of selling a used car. Never assume that a dealer of that marque will treat you with any more respect when you drive up in a used Saab versus a used Saturn. If they can't move what they've got, they won't offer you much for yours (this is in a trade situation).
Rule 3 of selling a used car. Don't try selling the car to a dealer (without a trade). If you trade it, they'll show you a shell game - the value of your trade-in went up, but now you're paying based off MSRP instead of invoice (there went the value of your trade). If you try selling it with out trading (something most new&used dealers won't do, in my experience), you'll just see how bad a deal they can offer.
You won't get retail 22 (or even 19K). Not with people paying ~$22K for a _new_ base until last month. If you're lucky, I'd say you might be able to get a wash, or only lose $1000. Put it in a classified that just covers your lease buyout plus maybe $500. If you don't get responses in a few weeks, lower it, and be prepared to take a loss.
I'd start by just putting it in the classifieds here! :)
HTH, and sorry if that's disheartening... Best of luck, though.
