That little puff of white smoke

I know several people have asked over the last few months about a mysterious puff of white smoke that lasts a second of two when starting the engine. While I had my 2000 9-3 in for its 20,000 mile service and the new heater box last week, I asked them to check this since I also started seeing this about 6 weeks ago.
When I picked up my car, I was surprised to see an item on the invoice that stated "Order new turbo - warranty item"! When I asked the service manager about it, he said that the puff of white smoke was due to a tiny oil leak connected with the turbo. Apparently a drop or two of oil was leaking while the car was parked and that was enough to puff out a little smoke each time I started the engine. (It must have been a very small leak because I never noticed any drop in oil since my last oil change.)
Anyway, he went on to say that Saab's solution to this problem is to order and install a new turbo. He said that from a mechanical aspect, it probably was not necessary to replace the turbo, but that is what Saab recommends they do. (Has anyone heard of a TSB on this?)
I would appreciate feedback from those who know more about the Saab turbo than I do...does this sound correct or are there some more questions I should be asking?
