Don't know what location you are in but reformulated gas used here (Western PA)in the summer has big effect on SAAB engine mgmt. Heat also has a big effect on boost level. I know it's hard on the engine, but when car is cold, try full throttle and you'll get added boost.
Minor things you can do to raise boost include blocking area above intercooler and bumper so air has to go through intercooler. Ceramic coating or painting exhaust manifold and exhaust side of turbocharger to retain heat.
I installed straight through muffler and K&N and noticed little improvement. I'm now somewhat concerned based on material I found in my stock muffler when I removed it, that the cat is blocking. I'm going to try a race cat next.
