I have had the same problem with my Saab 9-5 99'. It has been to the dealer 7 times. They have replaced the spark plugs, fuel sensor, fuel pump and as of this week something was placed with an electrical component. I did notice that it would start after 1/2 a tank. Keep on them, the technician says that the 99' models are quirky like that. We have it on video tape, it took 5 seconds for the car to turn over. Sometimes it's shorter sometimes longer. Our situation is so bad we are suing Saab under the federal lemon law act to take the car back. It's a wide spread problem with the 99's but Saab can't seem to fix it. Good luck, just keep taking it to them and complain to Saab customer service like we did.
