There is a warranty problem only if the part or its installation can be shown to have caused a failure. So if the turbo failed as a result of the valve not opening, that would be your problem. With a metal piston type unit, this would not be likely. The next critical item would be the the failure of the vacuum line, but that might lead to lack of boost. Boost pressure is applied to help hold the valve shut.
