I have a '01 5-speed base 9-3 with 17" BBS RKs, and I have the same problem. I take good care of my car, so it pisses me off to see her so clean but with these nasty black bruises on the sides of the spokes. Unfortunately my dust is already caked on there and i can't get it off using either Griot's wheel cleaner (the green stuff), or p-21s (some other green stuff). What I am going to try some concentrated wheel cleaner on a scrub brush (the kind you would use to clean a bathtub, with the plastic bristles). If that works I'll follow it up with some kind of sealant, maybe the armour-all stuff you used. I'll let you all know in this message thread how it works out.
