....a relayed switch which toggle between on and off each time you depressed the switch. It should stay neutral and not "depressed" as you have described.
The high beam is on "permanently", I believed, if you pull the level towards you until it clicks (Will check my SAAB on this). Otherwise, it will only be on as long as you hold on to the level and that can be used as flasher for overtaking, for instance.
