Diesels can use lots of oil until the rings seat. But I would discuss this with the dealer for sure.
Diesels warm up very slowly and while running cold the piston clearances lead to lots of oil consumtion and blow by. So some of that cold engine smoke that you see is not just because the cat converter has not started to cook. Higher rpms's before the engine at temperature just make the oil consumption worse.
What oil are you using? Lots of synthetic oils are not good enough for diesels. The oil standards in north america are completely different industry standards. I use Mobil Delvac 1 in our 79 DTI Passat. Please do some reading and search on the supplied link in this post. Join the site and ask come questions about oil grades in europe etc.
I suggest a top grade euro spec diesel specific oil equivalant to 5W40. The 40 will help with cam lob scuffing and ring wear. The 5 will make sure that you get enough oil flow during the prolonged warm up periods. The VW specs for synthetic oil for their new production engines would be good. Perhaps there is a local VW dealer who can be of assistance.
