Balance shafts are engineered with excentric lobes that will great their own forces of imbalance. The shafts are indexed to create forces which counteract the imbalances of the basic 4 cylinder engine. These forces cancel each other out from an external viewpoint.
Such measures were developed as four cylinder engines were made larger than 2 liters. At 2.2 liters the imbalance was getting to be a problem. Some early variants used one shaft which was not optimal. Some have remove the shafts or at least the balance shaft chains from the Saab 2 liter engines. The GM Quad 4 was a nice engine. 2.4L if I remember correctly, could be wrong on that. DI ignition between the cam covers, balance shafts, 4 valves per cylinder, no air pump, no exhaust gas recurculation. Sound familiar? It was not turbocharged but very fast with a high red line.
A basic in line 4 cylinder engine cannot be balanced.
