If you want to attempt a DIY fix or to see what's possibly wrong with it, just lift up the boot around the shifter. There is a plastic ring around the bottom that holds the boot in place. Just pry around the edges and it will come out. To replace make sure it's engaged with the boot material (rubber or plastic) and then snap it all back down.
You'll see that the reverse lockout is implemented via a plastic restrictor on the right. This prevents the shifter from going there unless you lift the ring around the shifter up. Check to see that the plastic restrictor isn't broken off or misaligned. Double check with a working car to see what the proper alignment is...
