Viggen Brakes Question - Winter Driving

I have noticed a strange phenomenon with my Viggen this year. When it is snowy and cold out, and I am flying down the interstate, I periodically use my brakes (and....who doesn't). Upon the first touch with the brakes, it seems like the brakes fail to slow the car down. When I quickly let off and then get back on the brakes, things seem to work just fine.
I have a few theories, and maybe someone can contribute some wisdom here.
1.) My first theory is that the brakes on the Viggen stay very, very cool. Perhaps there is some ice forming on the pads/rotors during periods of non-brake use on the highway, and the ice inhibits stopping on that first touch of the brakes after they haven't been used in a while.
2.) Perhaps the weather is so crappy and I'm going so fast that maybe the brakes are working properly, and the whole car is just sliding when I apply the brakes for the first time. This doesn't seem to account for the change in braking performance after the first touch, but I'm trying to be creative here.
I am inclined to believe theory 1, but is this possible? I've never experienced this phenomenon with any other car/truck/jeep before.
