Illegal my butt... They're just feeding you a line because they don't want to do it, or else they just don't know the law. The only reason the shift up light is there is so when the EPA runs the MPG test, the tester MUST shift up when the light comes on to improve fuel economy. We all know the damn light comes on waaay too early, so it's just a way of fudging the numbers.
In the past, people here with 9-3's have reported that there *IS* a way to turn off the shift-up light in software via the Tech II. It's quite possible that Saab removed this from the latest revision of the software (they change options all the time), but if you find a willing dealer or independent shop then maybe you could have them spend five minutes to look through the various menus (Trionic and DICE would be the ones) to see if the option still exists.
Barring that, removing the dash isn't that difficult. You just need to remove the flat portion of the dash (which would be covered in wood grain in your case). The dozen screws that hold it in place are all located behind various dash switches... Remove the switches, take out every screw you find, and lift the flat portion of the dash out of the way. Then the instrument cluster is held in place with four screws.
