Leak found, I think. Does this sound feasible?

1999 9-3. I noticed when looking under the carpet in the spare tire well that there was water stains on the underneath of the carpet on the Right side and there was mold and mildew. After pouring a bunch of water and watching for leaks with the material pulled away from the body of the car, I looked more and found it was also wet on the Left side, just forward of my CD changer! Took off more trim, and found that the bumper is fastened by two bolts on each side, only on mine only one bolt per side had a nut on it, and there was moisture in there. I think that the body shop that replaced my bumper 2 yrs ago just didn't use 4 nuts, letting water trickle from the flat top of the bumber and the ride the bolt directly into the hatch and then pool up and soak the carpet. Anyone who has ever looked at this area before, does this sound logical?
