cold weather suspension noise

we have two 99 9-3 and they both have the same sceaching/scraping noise. the noise gets louder the colder it gets and the cars make it for a half dozen times at 30 F and a couple of hundred times at 20 F. i am afraid what will happen if the temperature drops below 10 F. the cars are kept outside in a carport. one car has been at the dealer twice and the other car has been at a different dealer once. both dealers have made the noise worse. they are tighting the bolts and realining the suspension and the first dealer on the second trip put holes in the rubber cover. i have seen other messages that sugest teflon tape but do i do not think it will work. i also think that grease and crc are only temperary fixes and might get me to spring but will have the problem only come back next winter when the warrenty has expire. i thought i read that the rubber parts were made of the wronge rubber and that it gets to ridged in cold weather. either saab tried to use a different rubber compound for cars in warmer climates or they got a bad batch of rubber parts. if the car only did this a few times in the morning i would ignor it but a couple hundred at 20 F where it sounds like the whole back end is going to be left on the ground is something else. the noise drowns out the radio. what exactly do they need to do to fix this?
