First, the rotten egg smell is from the catalytic converter. It happens when you use 'bad' fuel or water in the gas. Essentially, don't by gas at a convenience store or unmark dispenser. Try to buy your fuel at place where you see the name brand truck (chevron, texaco, exxon, etc) filling the tanks. I know that gasoline is gasoline at the refinery not matter where is, it's the additive packages that are important and the condition of the fueling station. My personnal favorite is chevron. Check consumer reports, they did a gas rating a while back, esp on the additives.
In December, I was rear ended in, at that time, our less than two month old 01 9³ SE conv. The rear bumper was divoted by the person's lic plate down to the black as well as the front bumper. Once the black part of the bumper has been marred, it is next to impossible to repair it flawlessly. The est from the SAAB body shop where we bought the car was about $1200 for both bumper skins, painting, and instl. So, in your case, about $600 for the rear.
This is for the main bumper skin. If you similarly damaged the aero-skirt part, it is held with some spring clips which would be easy to replace. This was not replaced in my situation, so I am not sure of it's cost. Buying a new skirt and haveing it color matched, which is easy considering the age of your vehicle, is a cinch. It should cost much less than $600.
