When I test drove a 2001 9-3 SE I didn't notice the loose steering either, but when I got my own 2001 9-3 SE and drove it every day, I noticed it. It was probably doing it on the test drive, but since you weren't familiar with the car you didn't pick up on it. I had the dealer look at mine and he adjusted the camber, which helped a bit, but its still noticeable to me although within tolerance (my tolerance, that is.)
I'd complain to the dealer and have him check the alignment, and see if that makes it a little more tolerable to you.
