The 9-5 is a 2.3 liter engine with a low-pressure turbo using the T-7 ECU engine management system. The 1999 9-3 base engine is a 2.0 liter with the older T-5 ECU (9-3's from model year 2000 and up use the T-7 system).
I have driven both cars in both automatic and manual transmission forms, I own a 1999 9-3 5-sp with 185 hp engine. My seat of the pants feel is that the 9-3 with 185 hp is much quicker then the 2002 9-5 with either transmission. The 9-5 is smoother and more linear in its power delivery but it is not as quick. To me, the 99 9-3's with T-5 ECU feel quicker then the 2000+ 9-3's with T-7 ECU. I think the boost delivery is more linear on the 2000+ 9-3's. In fact my 1999 9-3 with 185hp feels quicker then the 2002 9-3 with 205 hp.
*** NOTE*** It is critical to have the correct spark plugs and to keep them clean and properly gapped in the 1999 9-3. My experiecen is that they need to be replaced at least every 10,000 km's if you want to achieve full turbo boost, not certain if this applies to the t-7 ECU cars.
