After you wax the wheels thoroughly (and re-wax with somewhat greater
frequency than the body) you can use a paint brush to dust off the wheels
without all that dirty liquid and hauling a hose around, then drying the wheels.
Sometimes, after I do the paint brush job, the wheels look so good I finish them off with a soft cloth, picking up the fine dust the paintbrush misses.
Sometimes, when I have a dirty car, I do the whole 9 yards on the wheels alone including the tires, washing and drying them together with all glass surfaces, It's amazing how little dirt you then have to cope with when you get around to cleaning all the exterior surfaces.
There is no rule which says your entire car has to be clean all at the same time.
