Try reading posts on this subject from the last rew weeks.
The brake needs to be adjusted because the brake mechanism is hanging up and your brake shoes are dragging. The brake shoes will experience zero wear over the life of the vehicle is the mechanism gets some P.M.
If you do the P.M., the shoes will never wear and you will never need to adjust the hand brakes unless the cable it self starts to hang. In any case, that would be a warning that there was trouble as well.
Any sign that the lever is going up higher simply tells you that there is a serious problem. Adjusting the brakes is treating the symtom not the root cause. The brake shoes are very expensive.
Pull the calipers and rotors and clean the mechanism and lib the pivot and sliding contact points where the edges of the shoe backing plates rub on raised areas of the back cover plate. Inspect the cables and the levers exposed on the back of the plate for ease of movement. Inspect the return springs and lub them all over to prevent rust. Grease for inside should be purpose made for brake mechanisms to resist heat and dampness.
Lub it or loose it.
