A/C is on when the ECON indicator is off (mind you, it is not 'full blast,' but what ever the ACC determines as the right amount). When recirc is on, a car symbol is shown with a the familiar 180 deg arrow inside it. If your car is running in AUTO mode, then all the functions are managed by the ACC and not shown unless you select it as manual. As such, I let the ACC control every thing but the A/C. Thus, my ACC always shows ECON indicator at the bottom.
If these indicators aren't functioning, you may want to have the shop look at it.
