? on fuel gauge

I was wondering where the gauge usually sits after filling the tank. My '99 Viggen stops 1/2 the way between the top of the gauge and the 3/4 mark, but it seems like it is taking a full amount of fuel in, (16 gallons with 30 mile range on SID) Thanks for any replies.
