1) It's not a QC prob.
2) The hardware (4 seat bottom hinges) are great quality, they're just poorly designed. They are optimized for going together quick and easy at the factory.
3) Saab is not interested in fixing it. Too few complaints, and they have more important things on their plate (a new 9-3SS launch, for example).
4) Your dealer can fix it using shrink tubing. See my previous post.

But don't expect your dealer to make design changes. Think of the liability.
5) You can fix it better than the dealer can. Use M6 bolts, nylock nuts, and rubber washers. Replace the hinge pins with long (~70mm) M6 bolts, using the rubber washers to cushion in between the hinges. This has worked the best for me.
