O2 sensor vs Throttle position sensor

I took my 00' 9-3 to the dealer to get it analysed by Tech II since it was stalling and eventually died. The Tech II showed that it needs an O2 sensor and throttle position sensor.
Would these components wear out this fast on a car with only 15K? Note I use 87 octane. Could these parts simply be cleaned and reinstalled, or do I have to buy new ones ? ($350 for O2 and $750 for Throttle body, since you can'y buy the throttle position sensor separately). If I just want the car to start, without performance, would I be better off installing only the throttle position sensor.
When the car was running before, the turbo gauge would spike in red and stay there, even at idle. Would this have anything to do with the car not starting, since I read previously on this BB that fuel cuts out to protect the engine.
Any thoughts would be appreciate...
