I agree, rust is a sign that the pads are not working as they should. The pads can be rust bound in their caliper slots. If so that can be easily fixed and preventative maintanence can prevent this from happening again. Possible but less likely is that the caliper piston(s) are siezed, if so you best course of action is installing rebuilt calipers.
New rotors and pads done at the dealer can be very expensive. If you add in calipers your getting very costly. All of this can be done DIY with parts that are 1/2 the cost or less. The DIY savings can be very large.
Search for drs<underscore>install on the NG900 BB and read posts on brake work. I replaced both rear calipers when one side went bad.
Do the parking brake mechanism lubrication while the other work is been done. If you ever have to adjust the parking brake this is a sign of serious trouble. Don't adjust, fix the root problem.
