Have they read any fault codes?
One wild guess is that the boost goes too high as a result of some fault and the ECU cuts the boost completely as a limp-home response. Turning the engine on and off reset this. A mis-adusted wastegate actuator or vane operator could create overboost as well.
Do you have a boost guage? Does it ever go higher than expected?
A bad air mass senor can cause the limp-home response in Passat TDIs.
