rusting ... where?

Have 2001 9-3 (13500 miles) overall I love the car and have had no problems but strangely all 20 lug bolts on the standard alloy wheels rusted during the winter. Looks terrible. The wheels and rest of car are perfectly rust free. This past winter was 1st winter season for the car and yes I live in area with snow, ice and salt on roads etc. However I have owned many cars for many years while living here and NEVER seen this on ANY other vehicle with alloy wheels. Obviously, it snows in Sweden too! Of all the parts on the car you would think lug bolts on alloy wheels would be made of weather resistant metal!
I e-mailed SaabUSA and they stated they never heard of this and directed me to contact a dealer. Spoke to my dealer and they said this is a common problem on recent model Saabs and were already authorized to replace all 20 lug bolts at no charge.
Has anyone else seen this problem? What kind of poor quality metal are these lug bolts made of?
